Kapaa Quarry landfill proposal draws Windward opposition

Honolulu officials have proposed the Kapaa Quarry landfill as Oahu’s next disposal site, igniting pushback from Windward lawmakers who say the location raises environmental, social, and economic concerns. The Kapaa Quarry landfill option surfaced as the city evaluates long-term solid waste plans and potential sites to replace existing capacity.

According to city officials, Kapaa Quarry is being considered as a candidate for Oahu’s next landfill. The proposal immediately drew criticism from Windward representatives, who argue the area could face disproportionate impacts and that alternatives should be weighed carefully.

Environmental, social, and economic concerns

Windward lawmakers said they oppose the plan because of potential risks to nearby communities and natural resources, as well as the financial burden they believe could come with developing and operating a new facility at Kapaa Quarry. They also cited social impacts on residents living near the corridor.

Next steps for Oahu’s waste planning

City leaders indicated the Kapaa Quarry landfill proposal remains in the exploratory phase. Officials said further analysis, community outreach, and regulatory review would be required before any decisions are made on a preferred site for Oahu’s future landfill needs.
